Never seen or heard of it. Perhaps one of the many characters that were rejected from early stages. (It actually looks like a prototype version of Shirley)

Maybe she's just some random background character, but I'm not exactly an expert on Tiny Toons. Javeman's suggestion seems reasonable to me.

It looks like maybe a prototype to Shirly on Tiny Toons. Shirly sort of looks like that character you posted.

I have no clue who that is. I checked in that link you posted. Did you remember exactly where in that website you went to when you found that image?

1989, probally IS just a prototype of Sherly, considering the date.
