well ive only so much as heard about this. is it an online cartoon? is it on tv, if not will it ever be? any one know what im talking about?

There isn't one, but somebody put together a fan site dedicated to the fictional show:

In addition looking like the official Batman/Superman site, I think that they have fan fiction. It's just one of those ideas that gets tossed around these boards a lot.
