Im not sure if this has been asked or answered before. does anyone know who is the main leader of the League now? I mean if a final mega decision had to be made, who would be the one to make it or turn it down? Also Who wrote the protocols, and who is considered the president of it all?
I would easily say Superman but i could be wrong.

Could be Superman. Though I think it should be Batman. Since he doesn't have any superpowers(or a power ring) he has to think quick on his feet. The League needs someone like that.

I dont think there is a main leader. But if there is one J'onn would appears to be it. He is the one who deploys the troops and decides what missions they can and cant go on. That much is certain. But in the field Batman ,Superman , John and Diana seem to dictate a lot of the action.

It seems to me that Martian Manhunter is running the show. He is the one that is sending others on missions since Initiation. But as to a big decision, It comes down to Martian Manhunter, Batman, Superman, Wonder Woman, and Green Lantern. Martian Manhunter takes care of the Watch Tower and sends heroes on missions. Wonder Woman is a great warrior and an excellent field leader. Superman is the most respected hero in the J L U. Green Lantern has a vast knowledge of other alien worlds and the universe as well as possesing the greatest weapon of any member. Batman is the one who put the operation together with his vast intelligence and great wealth. I know I left out other heroes like Flash, Aquaman, The Atom, and Green Arrow. But these only serve as team players, who get and inspire others to join in the fray. You guys know what I mean.

I don't think there's a single, unquestioned leader, but I do think:
(1) The "core five" (Superman, Batman, Wonder Woman, Green Lantern {John Stewart}, and J'onn) are the senior members, and considered the elders by the other 50+ JL members. They often rule the JL as a 5-member committee, at least from the point of view of the rest of the League.
Hawkgirl, of course, is not part of the "core" group due to "Starcrossed"; and Flash is not part of the "core" group simply because he's young and gets no respect. (Maybe Flash will gain some respect in future JLU episodes.)
(2) Superman is the mascot and ambassador of the JL (Wonder Woman serves a similar role, but not quite with the same panache); Batman is the tactical leader; J'onn is the coordinator and counselor; John Stewart is the field general.
(3) There are many smaller groups of heroes that are either full-fledged JL members, or are guests by association, but are generally independent of the JL in their actions. For example, Aquaman, as King of Atlantis; Dr. Fate; the New Genesis heroes; Etrigan; and so on.
So, the issue of leadership in the JL is far from simple! :p

This is probably the best explanation of how the chain works in the Justice League. The core 5 are definitely the top dogs and they each have a role but are all still fairly equal.

I think the Core 7 is like the board, and they chose J'onn to be the CEO. So, while J'onn designates what goes on, he's still answerable to the board.

You've said it best, but I'd say "Core 5" instead of 7. Shayera and Wally obviously have limited power :p

Hawkgirl quit, but then was later re-hired at a lower rank, for cheaper pay (can't even afford a costume yet!); and Flash was always the college intern that never owned any stock in the company anyway. :p :sweat:
I just dont understand why Flash aint considered as one of the core members anymore. I think Flash deserves better than this, than what the writers are giving him. Flash was part of the original 7 on the show, so why is he now treated like a third rate? I dont wanna here no bullsh*t talking about he acts too young, that was just a stupid accuse for Flash not appearing on JLU. If he acted too young, then why was he part of the original 7? :shrug:

I always thought that Flash severed the same purpose as Robin did in BTAS. Providing comic relief to balance out the overtly serious other members. I miss him. Wally, come baaaaaaack!!!!!!!!!!:crying:

How do you figure hes not a member? If Batman's not a member of the League as often as he is around then a lot of people arent.

Maybe it's just me, but I took Superman giving the JLU's innaugral speech (however shoddily) in "Initiation" to be evidence that if anybody was considered to be the leader, it would be him. I think they delegate adminstrative tasks amongst the Big 5, but I imagine Superman is at the top of the chain of command.
Obviously Gonk is running it all somehow.

I have seen John and Batman dish out more orders than Supes. As a matter of fact Supes often looks to Bats for a plan so its hard for me to imagine that he is at the top of the leadership mountain making decisions for the team by himself. Its more of a collective effort among the 5 than anything else.

Superman is more like the figurehead to me.
