I noticed it in "Fighting Spirit" as well, but it's obvious that Dragon Shield is falling apart.

I also noticed that the White Ranger is wearing a T-shirt under the vest instead of a jumpsuit with gold bands.

It's not that it's falling apart, it's that it wasn't that greatly put together in the first place.

The shield was brand new for Fighting Spirit, or an unused previous version. The American shield was a very light material, the Japanese one was hard plastic (hence why it wasn't used), and the New Zealand one seems to be somewhere between.
