Several years ago, there was a CGI feature film called Sinbad and the Veil of Mists. It was mostly produced by an Indian animation house, and starred Brendan Fraser as the voice of Sinbad (it also predates Dreamworks' Sinbad movie by a couple of years). It played on some cable stations and syndicated TV outlets. I don't know if it is available on DVD, but it is possible.
There's an anime film called Galerions: Rion that is all-CGI. It played on MTV-2 a couple of times and is definitely available on DVD.
I don't know if this qualifies, but there is a French film called Immortel which features some live actors (including Charlotte Rampling) interacting with a CGI-generated world, kind of like Sky Captain and The World Of Tomorrow, but with the addition of numerous CGI characaters in addition to the real ones.
