Here's my thought. During the morning and early afternoon they play kiddie stuff like Hamtaro and Pokemon. During the mid and late afternoon, more older kid stuff. AKA, Sailor Moon, Yugioh, Ronin Warriors, Dragonball Z, ect. In the evening, they could play stuff that's a little more violent. Like they could play Dragonball Z and Gundam uncut. Late at night, well then they could play "other" stuff if you know what I mean. ;) Maybe at that time of day it could turn into one of those pay channels if that's possible.

I wouldn't waste it on anything specifically for kids 2-11 since that demo is thoroughly covered on CN, Nick and Disney Channel among others. I wouldn't air anything edited except perhaps Samurai Pizza Cats (or Duel Masters, same kind of deal) and classic animes that have no uncut dub like Voltron. I'd play off nostalgics and the otaku but give plenty of coverage to mainstream hits in the anime catelog. 5AMish - 3PMish would be TV-PG typically. 3PMish - 8PMish would proabably not have to be over TV-PG but some would have TV-14 episodes. 8PMish to late night would be mostly TV-14 and also be "the best" the channel has to offer for entertainment for teens and adults. And Late Night would be stuff like Ranma 1/2, Tenchi Muyo, Excel Saga, and other "not fit for daytime" television. But absolutely no hentai. Ecchi is as his as this channel would go (which is plenty of fanservice for those poor saps who have no real companionship).
I'd make sure to have the following on my channel plus many more once they get licensed.
Gundam (Wing, 08th MS Team, MSG, etc), Rurouni Kenshin, Fullmetal Alchemist, Detective Conan, Fruits Basket, Dragonball/Z (no GT of course), Samurai Champloo, Yu Yu Hakusho, One Piece, Shaman King, Sailor Moon, Ranma 1/2, Tenchi Muyo, Outlaw Star, Samurai Pizza Cats, Comic Party, and plenty of others.
Yes I mostly like big name shonens. So sue me... I like Fruits Basket and Comic Party too.

I guess if I were starting a network now, and trying to fill a void being left by the competition already out there, I would try to stress variety.
In other words, try to break out of the ghetto that anime has been pigeonholed, and get across the idea that the variety of storytelling anime can do is every bit as broad as the whole of America's entertainment. Do sitcom, do kiddie programs, do sports drama, do shoujo, do "true" bio/historic novel pics, do giant robots, do hard sci fi, do mystery shows, do magical girls, do "Candy Candy" and imitators, do teen romance, do westerns (yes, anime has done them, believe it or not), do martial arts, do educational anime like "Japan Inc.", do literary adaptations, do show business soap opera like Kaleido Star, do 1960s/70s/80s/90s "old school", do theatrical movies, and on and on.
Of course, in Perfect (which we all know we don't live anywhere near, go to Wal Mart), I would have two channels, one aimed at a more general audience (featuring dubbed shows), with another aimed more at a more otaku audience (featuring subbed shows), everything airing weekly except for "franchise" shows that would air daily at certain hours (like "Gundam", World Masterpiece Theater, "Lupin", "Time Bokan", etc.) And a channel that would air the latest from Japan.
