Since Nintendo was bringing over the games to the U.S. regardless, I'm pretty sure they would have gotten some company to dub the show.

That's true, but I don't think the series would have been really REALLY popular if 4Kids didn't pick it up. If ADV has gotten it, chances are that it never would have made it on KidsWB!, and translation, release, merchandise would all be none existant (it could have actually, but to a lesser extent).

No matter who got it, I'm sure it would've been brought over. How popular it might've been, based on the company, is another story.

What 4kids did to Pokemon isn't terrible. They were infact the best choice. No big name company would have picked it up.
If 4kids didn't do it then D.I.C., ShoPro or Saban would have handled the dirty deed and chances are things would have been even worse. But if it was successful in Saban's hands... Saban would still be around today and 4kids would probably never had made an impact. Infact... that would mean no 4kids TMNT and that would make me very sad.
Pokemon was destined to be a kids show and a kids property. So they way 4kids handled it was appropriate. And it's still one of their best dubs. However any other one of their animes could have been handled by another company. Tokyo Mew Mew might have gone to ADV, One Piece would surely have landed in FUNi's hands and possibly Shaman King as well, and YGO was in FUNi's sights for a while as well. So FUNi would pretty much be dominating the Shonen Jump license line the way 4kids is now but they would have handled each property better. Sonic X, F-Zero and Kirby aren't so cut and dry... ShoPro, Saban or D.I.C. probably would have got them though and instead of 4kids Nintendo would have teamed up with one of them (probably ShoPro).
Tokyopop or Shopro would be my top two guesses.

TokyoPop? Did it even exist back then? They wouldn't pick up Pokemon. Their early titles weren't kids shows.
