September 11th was both a horrible day, an advertising goldmine, and a children's network's nightmare. No network could ever wish to be placed in any position to overprotect children, but 9/11 changed the rulebook, and thus, many networks had "filtered" out episodes of shows that might seem offensive given the recent tragedies.
Cartoon Network is one of the networks that cleaned up their lineup to keep things safe. Certain episodes of some Cartoon Cartoon series and Toonami shows had to be 'put away', so to speak, in a sort-of temporary ban that would be lifted when the time was right.
CN has decided that late November is the earliest they can air the shows again, and so they are.
The shows in question are Dragon Ball Z, The Powerpuff Girls, Cowboy Bebop, and Grim and Evil.
The Powerpuff Girls episode "Uh Oh Dynamo" was removed because the remaining 11 minutes consisted of robots fighting each other, and destroying many large buildings as a result. "Rowdy Ruff Boys" was stored away, most likely due to a scene where the girls are 'killed', in the form of what could be misinterpreted as a nuclear explosion.
UPDATE: "Uh Oh Dynamo" and "Rowdy Ruff Boys" have re-aired in early November. Alan Back mentioned that they were unedited from what he could tell. Thumbs up, CN.
Grim and Evil featured an Evil Con Carne episode in which the villains poured stink gas into New York City, causing people to jump out of buildings to flee the stench, including the World Trade Center. This episode will probably have the scene in question taken out.
Dragon Ball Z also has had episodes where buildings were destroyed, though the characters had pointed out that 'the buildings were empty'. "Gohans First Date" was one of the episodes in question, and was removed originally, but will now air as well.
Cowboy Bebop, an Adult Swim show, as previous mentioned, also will be airing episodes that were a part of this process. They may or may not be edited for content.
