I am unfamiliar with this character. I assume he is a Silver Age type, but...can anyone familiar with Lantern Lore help me out?

He's a Justice League villain. In his first appearance, he used a Gamma Metal Gong to paralyze everyone on Earth. He then used the paralyzed people as hostages to force the Justice League to board The Slave Ship of Space in order to capture some of Kanjar Ro's fellow villains, whose voices would be required to undo the paralysis. The heroes use clever tactics to capture the villain's voices to save the Earth.
