Mel Blanc. He's the boss of bosses in voice acting!
June Foray, EG Daly, Kevin Conroy, Mark Hamil, Phil Hartman (who, I believe, also did the cat in Kiki's Delivery Service!), all the voice actors/actresses from the Simpsons and Futurama, Daws Butler, and I'd like to add David Lucas, the voice of Cowboy Bebop and the Big O and a lot of other anime titles.
I'd also pick Arleen Sorkin (Harley Quinn), Dean Stockwell (Tim from ROTJ), Michael Rosenbaum (Ghoul from ROTJ, the Flash, Agent West), Melissa Joan Hart (the Dee Dees), Tom Hanks and Tim Allen from the Toy Story movies, John Goodman, Seth McFarlane, and finally, Kevin Smith (Silent Bob)!

The only other voice actors I can think of right now that I really enjoyed is Robin Williams, as Genie from Disney's Aladdin.

A lot of the actors you mentioned, plus Tara Strong( formerly Tara Charendoff).She's the voice of Batgirl,Bubbles and Kylie from Extreme Ghostbusters .Plus if you ever see a pic of her, she's a hottie.Shame she's married.

Manhunter - I've only seen Mrs. Strong in "National Lampoon's Senior Trip", which was released in 1995, and you're right: she is a hottie.

If by 'voice actor' you mean anybody who's done any voice work, then James Earl Jones would be on my list- he's got one of the most magnificent voices on either side of the camera.
Among the 'strictly voice' actors, I give top marks to Maurice LaMarche (the Brain) and Roger L. Jackson (Mojo Jojo.) (Yes, I'm aware those two characters have somewhat similar personalities; that may be coincidence.)
BTW: On a PPG chatsite, I got a reliable report that Mr. Jackson bears such a strong resemblence to Lenny Baxter (of 'Collect Her' fame) that it's suspected Lenny is his caricature. Oye! He'd be better off looking like Mojo.

Why?
Because he can practically deliver any line and make it that much funnier!

And then there's Casey Kasem, best known as Scooby's pal Shaggy and Batman's pal Robin. Que un voz. The dude could read a phone book and make it sound like Shakespeare.

By the way, did you know that Filmation Founder Lou Schimer was the voice of Orko? It's true, but to prevent people from learning how cheap Filmation was at hiring voice over talent, he would change his name to "Eric Gunden". so the next time you look back at old He-Man & and She-Ra episodes, and see the name Eric Gunden in the credits, it's Lou Schimer himself. Schimer also voiced Trap Jaw, Tri-Klops, King Randor, Lizard Man, Uncle Montork, Kowl, Grizzlor, & Mantenna, I would love to know what he used to synthesize his voice like that for Orko. It always made his voice so unique. His sister Erika Schimer also did voice work for Filmation as well. She did the voice of Frosta, and did a wonderfuly sexy preformance for her in the episode "Sweet Bee's Home" where she was putting the moves on He-Man. She also sings in the song "I Have The Power" from the Secret of the Sword.

Ok, I'm still avoiding my homework. My choices for my favs are:
Alyson Court- I mean come on, Beetlejuice, Beetlejuice and Beetle-whoops...
Jim Cummings-for doing most of the voices of the cartoons I watched as a kid
Paul Winchell-for being both a bouncy cat and a bouncy bear
Cree Summer-the Inspector Gadget theme song was cool enough, Max is just awesome, and Atlantis is the coolest Disney movie in a very long time...well except for Pixar movies.
Michael Dorn-incredibly sexy voice...even though most of his current cartoons are rather annoying, and come on he's Worf
Mel Blanc-the King of Cartoons
I have to add Brad Swailie (Xmen's Kurt Wagner, DBZ Gohan and several other animes)-personally I get a kick out of the fact that he was one of the "My Little Ponys" and he was on Outer Limits.
Eric Johnson-yes for all the Smallville fans, this is the guy who plays Whitney, but he is also the voice of Trunks (DBZ), and I met him once and he was very very cute, and very nice!

Getting to meet him in person.
I swear, he's JUST LIKE DAGGET in person. He's about 5'2, very lively and energetic, and sounds like he just sucked down a tank of helium. Seriously. I cracked up when I met him and noticed the similarities. I don't doubt they based the character on him. And seeing him do Zim live is a huge treat.
I've got some pics of him and Wally Wingert (voice of Almighty-Tallest Red) from the San Diego con this past summer that I should finally have scanned and online later this month. Keep your eye on the newspage in the meantime.

Someone mentioned that Tara Strong was in "National Lampoon's Senoir Trip", well I have some more voice actor appearances to share with you.
E.G. Daily played Dottie in Pee-Wee's Big Adventure, and was also the prom singer in "Better Off Dead". She also preforms a song on "Grand Theft Auto 3" for PS2.
Hamilton Camp played Col. Hershey in "Meatballs Part 2"
Dan Castellaneta appeared in a TV movie with George Carlin & Ben Stiller (I forget the title) ,and he also has a small cameo role in "Space Jam" as the husband in the basketball game talking to his wife.
Terry McGovern (Launchpad McQuack) has done voice work on some "Star Wars" games, including "Battle for Naboo", and "Force Commander"
Also,"Powerpuff Girls" regulars Catherine Cavadini, Tom Kenny, Roger L. Jackson, and Tara Strong will be doing some work on "Final Fantasy X" for PS2.

If your asking for the best voice actor,in my opinion, hands down it would be Mel Blanc. He's given us characters that have lasted a lifetime and will last many more and they are a part of Americana. My other personal favorite would be Kevin Conroy because well "He's Batman"!!!

You forgot about Diane Pershing, who started out at Filmation playing characters like the animated Isis from Freedom Force, Spinnerella from She-Ra, Pearl Pureheart from the New Adventures of Mighty Mouse.
Later on, she did some Ruby-Spears characters, including Crystal Kane from Centurions. But her most famous performance was as Poison Ivy in Batman: The Animated Series.

Matt Hill, Samuel Vincent, and Tony Sampson(Ed,Eddn'Eddy respectively) are great voice actors. Heck, every character on that show has a great voice. In addition to our favorite trouble making trio, Rolf and Johnny's voices are also particularily great, though I like the other characters as well.

Not only that, but something that most people are unaware, Mr. Ravenscroft also sings "You're A Mean One, Mr. Grinch" from "How The Grinch Stole Christmas" but was uncredited in the show's titles. As a consequence, most people think that Boris Karloff sang the song. :D

Frank Welker - This guy is has done a ton of animated series and movies. My favorite characters he has done are: Megatron/Galvatron (Transformers), Soundwave (Transformers), Dr. Claw (Inspector Gadget), Ray Stantz (Real Ghostbusters), Wild Bill (G.I. Joe), and Freddy Jones (Scooby Doo).
Jim Cummings - He has done voices for Disney's animated series, movie and tv commericals. My favorite characters he has done are: Winnie The Pooh, Tigger, Pete, and Bonkers

Here are my favorites, in no particular random order:
Daws Butler: One of the top five voice actors of all time (the others being Don Messick, Mel Blanc, Jim Cummings and Frank Welker). He brought to life countless of characters, in particular my favorite Hanna-Barbara character Huckleberry Hound. Not to mention some other well-known voice actors (Nancy Cartwright and Corey Burton, for example) were fortunate enough to study under him.
Mel Blanc: Can't post in this thread and not mention the man of a thousand voices. I just simply can't.
Robert Morse: Although more well-known for his work on Broadway (he was the original J. Pierrepont Finch in How to Succeed in Business Without Really Trying), Robert Morse has done his share of voice acting. I count almost every character he's voiced among my favorites, although chief among them is Howler from the Pound Puppies.
B.J. Ward: I count her as one of my favorite female voice actors. I loved the Princesses Allura and Romelle from Voltron, and I thought she was the perfect "heir", if you will, to Velma.
Roddy McDowall: Personally, I don't see how people can mention Maurice LaMarche and Rob Paulsen without mentioning the voice of the Brain's arch-nemsis, Snowball! Roddy's voice acting credits also include Jervis Tetch/The Mad Hatter from the animated Batman series and Ratty from Wind in the Willows.

The classic voice actors such as Mel Blanc, Daws Butler, and June Forrey will always be on the top of my list since they created the voices for some of the most popular animated characters.

Pete Williams, Seth McFarlene, and Mike Judge for not only creating the shows but doing a large chunk of the voice work.
