Banpresto owns the rights to the SRW bots, last I heard. Since Banpresto is a Japanese company, they would have no problem making an anime series about their own properties.

It looks like an OVA based on Original Generations...So I don't think they will be any Evas or Gundams....

One does not have to be a Super Robot to qualify for SRW. Hence why Gundam has long been a staple of the franchise.

And yes, they do throw in a lot of non-Bandai anime, like EVA, Macross, Gunbuster, Giant Robo...

However, this OVA will be based on Original Generation, which means it'll only contain Banpresto original characters. Still pretty cool if you're a fan of the games (like me :D) but I doubt it'll be of much interest to anyone else.
