IMO, the best is Mark Hamill as the Joker. I mean the reason why I think they used the Joker the most in the course of B:TAS and TNBA wasn't only because of the whole archenemy deal, but because Mark Hamill was so damn good.

Other nods:

David Warner as Ra's Al Ghul
Michael Ironside as Darkseid
Clancy Brown as Lex Luthor
Roddy McDowell as Mad Hatter
Paul Williams as Penguin

And so many others cause a lot of the villians were perfectly cast.

...So hard to chooose.

I've always loved Adrienne Barbeau, Diane Pershing, Arleen Sorkin, and Mark Hamill. They're definitely the most memorable for me, but I don't think I could ever pick a "best" voice. If only Andrea Romano didn't pick them so damn well.

Mark Hamill is a given. While all the villains were expertly cast by Andrea Romano & co., I'm going to say that John Glover as the Riddler is a close second.

Diane Delano as Stompa (hehe yes, bit character I know). Diane Delano is one of my favorite actresses, and when she did Stompa I instantly fell in love with the burly Female Fury. ^_^

As Harper said, Mark Hamill as the Joker is a given. I feel that he is such a given that the initial post in this thread should have read "Besides the Joker, who..."

I loved Richard Moll as Dent/Two-Face, Clancy Brown as Lex Luthor, Corey Burton as Brainiac, and Paul Williams as Penguin (why they went for David Ogden Stiers, I still don't understand.) Michael Ironside as Darkseid was initially uncomfortable since I had so accustomed myself to the guy who played Darkseid in one of the countless Super Friends series, but obviously Ironside won me over. Adrienne Barbeau always played the most beautiful Catwoman (until they made her completely black and white and scary-looking, and everyone just had to love Michael Ansara as Mr. Freeze.

WARNING! SLIGHTLY OFF-TOP: Two voices of Bat-villains just appeared in Princess Diaries 2. Hector Elizondro (Bane in Mystery of the Batwoman) plays the head of royal security Joe and Paul Williams (Penguin through Batman: The Animated Series) plays a member of Genovian Parliament, though sadly he has very few speaking lines. Stan Lee also had a memorable cameo in the movie.

Geez there are so many great voices...other than of course Mark Hamill as The Joker I would have to say my next favorite would have to be Arleen Sorkin as Harley Quinn, the quitessential girl friday to Hamil's spectacular Joker.

Off the top of my headm here are some other notable mentions in no such order:

(01) Michael Ironside as Darkseid;
(02) Diane Pershing as Poison Ivy;
(03) Richard Moll as Two-Face;
(04) Michael Ansara as Mr. Freeze;
(05) Jeffrey Combs as The Scarecrow on the WB Series;
(06) Ed Asner as Roland Daggett;
(07) David Warner as Ra's Al Ghul;
(08) Henry Silva as Bane;
(09) Roddy McDowell as The Mad Hatter;
(10) Michael Dorn as Kalibak;
(11) John Vernon as Rupert Thorne;
(12) Henry Rollins as Mad Stan;
(13) Clancy Brown as Lex Luthor;
(14) John Glover as The Riddler;
(15) Paul Williams as The Penguin

I could probably go on and on with this but I digress. In my opinion, the DCAU has set the bar high in the quality of their voice actors.

I don't know of another show, other than maybe Gargoyles, that has anything close to what Andrea Romano, Bruce Timm, Paul Dini and crew have created.

LOL, I never would have thought much about this, but you're right, she does an awesome job. "Heads up, and off!" "And we're gonna spread 'em all over Apokolips!" are great lines. It would be easy for a character like Stompa to be devoid of threat with the wrong voice.

I think they should bring in Leonard Nimoy for a part. He did an excellent job in Transformers the movie as Galvatron. Maybe he could play a Martian like Jonn.

So far I like Clancy Brown as Lex, Powers Booth as Grodd, and Michael Ironside as Darkseid. Would also love to see David Warner return as Ra's Al Ghul. Shady characters, unite.

Also, anyone know who did the voice of Kantor from STAS? Haven't seen the character in awhile either. And Jimbo, I'd have to say the guys behind SWAT Kats had inspired voice casting. They used Brock Peters for Dark Kat, and he's just got the spookiest baritone voice. A step above Michael Dorn. If they ever have another Fantastic Four toon, he'd make a good Dr. Doom.

Yeah, Mark Hammill as the Joker is a given.

After that, I'd have to say that Roddy McDowall as Jervis Tetch/The Mad Hatter is the best. As someone in the PtD vs FtMWHE thread mentioned, Roddy was extremely good at playing mild, softspoken characters who would "explode" when pushed far enough. I loved the sort of aristocratic edge that Roddy brought to Tetch's character.

Although I like the character, I hope they decide to leave the Hatter out of DCAU and not recast him, as a tribute to Roddy. No one else could do the character justice.

Yup, MH as the Joker IS a given.

Other than that, you have to give props to Arleen Sorkin as Harley Quinn, she took a "from scratch" character and made it incredibly memorable, giving Harley such an outstanding and remarkable personality that its hard to imagine the Bat-universe without her.

Honerable mention to Clancy Brown.

Besides Mark Hamill?

(ITA about the bar for voice casting... we have been spoiled)

I'll have to agree with Arleen Sorkin as Harley. Every other major villain existed in one form or another in the comics, except her. She came totally from scratch. She could have sucked. She most definitely did not. I don't know if she can completely be classed as a villain, but if she could be then I'd give Lisa Edelstein props for the same reason.

I agree with all of the mentioned as runners-up, but I'm surprised that nobody's mentioned Ron Perlman as Slade "Deathstroke, the Terminator" Wilson yet. He also does a great Matt Hagen/Clayface.

Casting another vote for Diane Pershing's wickedly-sexy Poison Ivy
