Question: What Is This Cartoon?

I began to have another period of reminiscing several days ago, and this led to me remembering watching TMNT on VHS tapes when I was little. I remember one TMNT tape where before watching the actual TMNT cartoon on the tape, they played previews for other TMNT tapes and episode. As I recall, one of my TMNT tapes (now lost) had a preview for a cartoon with a mad scientist, or something like that. The cartoon must of been on TV or just a video series. I know this is a very vague description, but if you happen to have old TMNT tapes, scan through the previews and try to find what I'm talking about.

That would be "Mad Scientist", a one-shot special based on a toy line by Mattel.

Whoa...there was a Mad Scientist CARTOON!? I loved that toy line to freaking death.
