You kidding? She's enormously popular in that manner. It took me a while to agree, though. She has those scary devil eyebrows.
Anyway, I love the Baroness as well, but I'd have to say the hottest villainess is digimon's Ladydevimon. She may be an extremely minor character, killed within one episode all 2-4 times she's appeared, but who cares?!

Actually I don't look at hotness in terms of physcial appearances but rather mental ones...and that's why on this list I have to choose two (sorry can't choose one due to the fact that I noticed two intelligent women on the list).Actually there are three, but I'll tell you at the end why I didn't choose her. the rest of them are all physical looks but not too much in the brainpower department..
so who are the two choices? Well let's just say both have Raven Hair, one wears glasses, and the other? she's an English major who's very smug, and has an attitude to match.
(If you can't figure this out.. man you definitely need to look at just the physcial looks cause the two I have chosen will put them to shame).
well Choice one is of course from Kim Possible (She-go), or (Shego), it's still her name. She definitely Physically may be hot to a lot of guys, but when it comes to brains, she definitely is a good match for a Side-kick to Drakken's Buffoonery.. and that's putting it lightly..
I think the thing that made me notice her is that she's smug, and yet in the episode Naked Genius, she quotes that fish or fishes are correct, both are the correct forms of the singluar word, fish. That's one reason. Another is that in Two to Tutor, she shows a certain Male character (Senor Senior Junior) that Evilness can be taught, and she's quite a teacher..believe me.. yet she's modest about that.. Finally in Go Team go when her brother he-go quips about something.. she comes back rhetorically.. Because it was obvious.. so what does this tell you.. she knew all along, no wonder she wanted out..
but then you have to look at Candidate two... and this would be (The Baroness) from GI Joe. Now what She-go is to Drakken, The Baroness is to Cobra Commander and Destro in this series.. plus she's got a temper to match. in one episode (Song of the Siren) she figures out that the conch shell has control over men but not women, and uses that to her advantage, in yet another episode, she uses her skills on disguise to infiltrate the Joe base, and gather data.. all in all she's just as well balanced...
So folks, those are my two choices.. (Poison Ivy does come close on this list, being that she was a former botanist, but having too many plants around and focusing more on them then on Men leaves very little to be desired. After all Brains with beauty is something to think about..(girls like this don't come a dime a dozen.. but I am looking for the guy who's supplying the dimes..)

You know, something occurs to me. Sure there are plenty of nice-looking female villians, but where are all the good-looking male villians? Certainly in the minority. I don't know about the rest of you, but I feel cheated. :p

Xanatos, dude's got that whole "Lex Luthor if he went to Vandal Savage's barber" thing going on, and let's not forget how many women I know are obsessed with Thailog, Sesshomaru, Naraku (if you go for that kind of look)
Capt. Kuro from One Piece (and to date the most "normal" looking villain they've had so far), Gaston from B&TB, sure he was handsome but that didn't make him any less of an a**hole, Char Aznable, Shredder in the new TMNT series, whaddya mean there's no handsome male villains, I wished I looked as good as Half of these guys (the non-androgynous half)
