I doubt it's from an actual episode, it looks like some kind of promotional art. There was an episode (which aired as part of Animaniacs) which featured Brain running for president but I don't remember that particular shot.

But I think this thread fits better The Warner Bros. Club, here it's kinda off-topic.

What Toonheads episodes?GAK was the producer of Toonheads. He also wrote some of the shows, too. He co-wrote "The Lost Cartoons" with Jerry Beck (that one is on the Looney Tunes Golden Collection).
