Can Socom be played offline?

My brother is getting Socom II (PS2) for his birthday, and I was wondering if he will only be able to play it online, or is there also an offline mode?

The problem lies where my brother and I will always be fighting over the Internet when he gets it.

Yes, there is an offline campaign, but the real fun is in the online multiplayer.
