I have heard the WGN years ago showed this with original titles (non-Blue Ribbon). Has anyone ever seen it? Does anyone have it?

I don't have it, but "Upswept Hare" is one of the six post-1948 Blue Ribbon shorts that have aired on TV in the past 25 years with original titles. The other five are "Cat-Tails for Two", "From A to Z-Z-Z-Z", "Fox Terror", "Easy Peckins", and "Bell Hoppy" (I have the first three, but in very poor quality).

-Thad I saw UPSWEPT HARE as a non BR in the 80s as a WGN Superstation here on westcoast (California). There is another (also a McKimson like UH)-MUSSLE TUSS:LE.
(Many wish Jones's LUMBER JACK RABBIT had been reissued without the jolting SFX and 3-D shield, with a standard brown concentric circle/BR logo...while not jolting, to keep uniformity, esp.with the later 1959-1963 Brown rings, if reissued with those, LJR's "That's all Folks" one word at a time ending could be either replaced or kept as is..)

I did not know about 'Bell Hoppy' and 'Muscle Tussle' being shown on TV. One other one shown on WGN was 'Tom Tom Tomcat'. I just wish I'd had the old Beta machine rolling!

Tom Tom Tomcat is shown fairly often on Boomerang UK, uncut. Has original (non-BR) titles, if that's one of the cartoons you're talking about.

I have a beautiful 16mm print of "Cat-tails for Two" with the original titles my print came from the UK some time ago.
