This might seem like a stupid question but I have never done this before. My penpal sent me a letter from Korea. He asked me to send him a letter to Korea too. His address was in Korean and I don't know how to read Korean. What I was wondering was if I was going to send him a letter would I write his address in Korean or in English on the envelope?

Whenever i send mail to and from Japan and Hong Kong, I use Romanji (which uses the Alphabet that English uses) for the addressses.
When I write to Japan I use English but when I write to Russia I use Russian and English addresses side by side on the envelope front. If your friend's written his address in Korean simply copy it over and to be on the safe side put the address in English too (or at the very least write 'Korea' on the bottom if there's no translation.
There may well be someone on TZ who can help you with this, fingers crossed. :)

Well I can't read Korean so there would be no way I could write it out in romaji. I guess I would just put Korea under the address then and let the people there figure it out?

From personal experience, most US postal workers do not know any language other than English or Tagalog. I used to work for the Post Office and most international mail that went through the place I used to work at had the addresses in English and what ever the native language where the letter was going to. In your case you might have to copy the return address as closely possible and write in big letters "SOUTH KOREA" at the bottom of the address. If you're not too sure on what to do, you could go to the your local post office and ask a postal worker.

just cut out the address as your pen-pal wrote it and tape it to the envelope... or if you can't cut it out, you could photocopy it i guess...

I would suggest finding a way to writing it out in English. I say that from several personal experiences. I had a letter sent back to me saying to write the name of an Island in English. I went nuts finding out how it should be spelt in English.
Do you know of any shop keepers by you that are Korean? Ask around, maybe they can help you. If you succeed in that, put the Korean down as well. That way when it gets to Korea, you don't have to assume they can read English as well.
