I have seen several WB cartoons with that one actor who has the big head with the big, wide eyes and has an eerie type of voice. One short that he appeared in was a Daffy Duck short where Daffy pretends to save a dog from eating a "poisoned" bone and the dog lets him stay for winter, but warns him about his master who is a mad scientist. This guy also appeared in RACKETEER RABBIT as the gangster's (the caricture of Edward G. Robinson) helper.
Can anyone identify him?

It is a caricature of Peter Lorre.

Also the caricature of Peter Lorre was appeared in "Hollywood Steps Out", "Hair-Raising Hare" and "Birth of a Notion".

Annnnnd let's not forget that a caricature of Peter Lorre also turned up in an episode of Tiny Toons, and that Tweety in "Carrotblanca" was another (stranger) version of Lorre (straight from the classic of classics "Casablanca").
