I don't think that these small networks like UPN and WB would be willing to spend money on them like Fox would. UPN and WB are just trying to attract audiences while maintaining a low budget, as advertising revenues would not be as high for many of its shows.

Uh, Kid's WB is one of the highest rated kids blocks today.

And yet UPN had its own kids block once a few years back (when it was called UPN Kids), before they aired Disney programming. The blocks were just doomed to failure if you ask me.

No one watches UPN. Period. WWE Smackdown is its highest-rated show, and it's been down since Rock left to do Scorpion King, among other things.
America's Next Model, or whatever, actually brough higher ratings than WWE Smackdown, so there's hope for them.
I remember when Dilbert premiered, the year before WWE Smackdown made the move to UPN. Ratings were suffering, and Desmond Pfifer tanked, and advertisers were not amused. I opined in Animation World Magazine that if Dilbert failed, UPN was doomed. After a strong debut, the show's ratings fell off, and a second season (airing on a different night) didn't perform.
Home Movies was too...odd...to last. The ratings stunk up the joint, even for UPN.
I don't know how Celebrity Deathmatch performed, but I never WANTED to see that show survive.
There were another stop-motion series that premiered on UPN some years ago. I missed it.
Game Over was just another UPN sitcom, meaning it blew and didn't deserve to live.
UPN sucks, period.

Blame it on Turbo for ruining cartoons for UPN (Urban Projects Network) :p
