The cartoon you are thinking of is "The Lady in Red", a 1936 Merrie Melodie by Friz Freleng. I don't know if it was issued on video, but I'm sure someone here at the TTTP could provide you with a copy...

I have it on tape, it was released on the GAOLT #3 if I'm not mistaken. I remember seeing it on CN years ago, but that was before Mexican characters were considered PIC.
