It's not a cartoon, but I recommend the 1991 movie Drop Dead Fred on DVD. It's really funny, and heartwarming, too. The title character does act like a cartoon during much of the film. Towards the end, there's even a scene where his eyes bulge out and smoke comes out of his ears.
Critics hate the movie, and I really don't understand why. It's a great film.
It's rated PG-13 for mild violence, a few nasty words, and references to adult type situations.
Although the movie is a comedy on the surface, I'd argue that it's actually more of a drama with some pretty deep and serious messages. Some scenes are very moving. I don't want to spoil anything, so I won't get specific. But I do very strongly recommend this movie.
