What was the name of that kid in pokemon that has a dragonite?

He was the kid who lived in some kind of mansion over a lake and he is friends with a dragonite, I just can't remember what his name I was just wondering who he is and if he'll ever appear on Pokemon again.

The first thing I thought of was Bill from Kanto. Except he wasn't a kid and the Dragonite he was a friends with was came from the the ocean instead of a lake. He did live in a mansion though. I don't remember if there was any kid who was friends with a Dragonite beyond that. I sincerely doubt that he'll appear again due to not being relevant to the current generation and he only had one appearance over ten years ago anyway.
