After reading about all of the new dubs coming to the U.S., I was curious about what anime, aside from Powerpuff Girls Z, have had an english dub but it was never released in the U.S.

Nodame Cantabile would count, even though you can watch it legally on Crackle.com. Zoids Genesis and Blue Dragon Season 2 are technically examples of this as well. Viz dubbed them, but never bothered to release them in any way to the public.

The anime in the Philippines have english, some have FUNimation's actors under Animax Philippines.

Pretty Cure, B Daman 2, and the Dragon Ball stuff aired in Canada, and haven't surfaced in the US at all. (Only half of B Daman Season 2 was aired up here)
+ a whole bunch of stuff dubbed for Asian audiences for Animax or by Odex (so it doesn't really count...)
If you want to go back, there's a bunch of stuff that was UK only.
There is this show called "Tonde Buurin" (sp?) about a human girl who transforms into a pig. It was dubbed as "Super Pig" but it was never seen in the United States.
Also, there is the first (as in non-Funimation) English dub of Crayon Shin-chan. I don't know how reliable they are, but I have read (or otherwise heard about) reports that the Fox Network (back when they were doing Sat. mornings themselves) was initially going to air it, but that even with editing, the show was simply too controversial to air on American TV.
Cartoons aren't "just for kids"...but they're not just for adults either. They're for everyone.
What about the Singapore English dubs of Digimon Adventure and Digimon Adventure 02? The English is spoken perfectly, but sounds foreign.
And don't forget about the Singapore dubs of Yu-Gi-Oh! Duel Monsters and Megaman EXE, although the English doesn't sound foreign.

The Original Shin Chan Dub was more Aimed at kids but Shin was still a perv and pulled his pants down lot. Although lots of the Funimation voices sound almost exactly the same.
Manga UK used to do UK only dubs not just for Animation but Live Action films too like Godzilla movies. The Manga UK version of Gamera Guardian of the Univerese had all British voice overs in and Replaced the sound track with Terrible unfiting Trance and Techno Music.

Monster Rancher did have all 73 episodes dubbed as other countries have aired all 73 episodes dubbed. You are correct about GX season 4.
However additional series haven't had a chance to have all episodes dubbed (Australia being one of them). These include MAR, Eyeshield 21, and Prince of Tennis, all of which were shown on Jetstream and showed all the episodes they had dubbed there.
Blue Dragon dubbed all of season 1, but most episodes never aired in the US.

It's kind of like ET, if you take out all of the emotion and turn it into a silly webcomic that's updated on Tuesdays and Thursdays
At little more background on Eyeshield 21: the dub was never released on DVD or video. A few episodes aired on Toonami Jetstream (which was online), but it's pretty much been lost, especially now that the DVD release is sub-only. Furthermore, there isn't even a listing of which cast member player which character; VAs were listed in the credits, but no confirmation.
Of course, the dub was pretty bad and the episode were cut up. So it isn't a huge loss, and more of an insignificant blip on the anime's history. I'm not sure how many episodes they did dub. Presumably, they could have aired all the episodes that they had, but it wouldn't surprise me if there were a few dubbed episodes that just never aired.

They had a english dub on the Animax channel in Asia. I was hoping they would release it on DVD here in the U.S...
But Bandai decides to dub it yet they always have delays...

Bobobo-bo Bo-bobo got two measly little horribly produced volumes released. Covering 8 of the 70-something episode series.

Since very few, possibly none, of the Animax-exclusive dubs have been released on home video anywhere in the world, I can only speculate that they aren't able to license their dubs out to anyone else, thus explaining why Right Stuf released Emma and Toward the Terra subtitled only, despite complete dubs for both series already pre-existing.
Still, the complete absence of Future Boy Conan on any US distribution medium, even with the series having been dubbed in its entirety some 10 years ago, does somewhat beggar belief, considering it's one of the definitive Hayao Miyazaki productions.
Would Stitch the anime count? I havent heard anything about a release date here.
There were also Singapore dubs of Digimon Tamers and Digimon Frontier. The two Adventure series and Tamers were released on VCDs (like many Singapore dubs) over there after their initial runs, but a legal release of that Frontier dub never showed up.
No idea if they ever did a dub of Digimon Savers or if they plan to dub Digimon Xros Wars, though.
Then explain to me how I bought the DVD with the final episode on RightStuf a year ago.
