With edited versions of animes at anime companies how do they redit some animes to the original to make a uncut version for dvd?

Well, I don't think they go and re-edit the edited copies for the DVD. They probably have an uncut master that they use for the DVD.

From that master, they edit and produce TV versions of various content levels, they make DVDs, etc.

There are basically two ways to make a dub:
1) Dub everything uncut, then go back and edit some video or audio for TV/edited (dub only) DVD release. For the uncut DVD release they already have the uncut dub, so it's easy enough to put on DVD with the uncut Japanese version on different audio and subtitle tracks.
2) Chop out all the things that won't fly on TV, then dub what's left. Put the result on TV and edited DVD release, which will be dub only since now the video no longer syncs with the audio on the Japanese language track.
This is how 4Kids likes to make their dubs. Now while it might save a little money at the time; not having to dub any scenes that are "not needed", it can come back to cost more later if you want to do an uncut release. You would have to go back and re-record all the content that was chopped out before, or skip the uncut dub and release the uncut DVD with just the Japanese audio track and English subtitles.
This archaic dubbing practice should have died in the 1990s, but some companies can't seem to move on.
