Since I've seen alot of action animes, I'm looking for animes that have comedy but, still have good character development and advance the plot. Something like the Simpsons or Futurama.

I've seen FLCL already, some of Excel Saga and Puni-Puni Poemy. I've heard about this anime called Maison Ikkoku. Isn't a comedy?

I think it's more of a romantic comedy

It's the most dramatic of Takahashi's trio of 80's romantic comedies. I'd take Carlos's suggestion and go with Urusei Yatsura. It's sub only but that adds to it's flavor.
