You see Bleach has a problem when it comes to directly adapting the manga material: It ends up doing such straight adapations of it (with the manga only occasionally having a heavy amount of dialogue which stretches things out) that an entire episode, even with 3 minute long "previously on" segments can be made up of 3 manga chapters. For Example Episode 117 contained chapter 200-202 and 118 contains chapter 203-205. Thus whenever they get a chance to "stretch" they'll sometimes end up using it. The original flashbacks in Chapter 206 happen not only before the outcome of the fight but also were originally only about 8 pages. Straight adapting this, it would of only ended up being a minute or 2. But they expanded it to most of the ep because there's a general rule about how you can more easily pad out a flashback cause it gives you more to work with then the current fight. Episode 119 isn't filler because it does contain manga material, just not as much manga material as the previous episodes before it, that's all. I like to call these "stretching" episodes since it's obvious they're trying to take the material given and pad it out to not have to use as much of the manga.
