GitS:SAC is very smart and at least gives the impression of knowing a lot, but like a lot of smart and knowledgeable people, it tends to become interested in its topic, but uninterested to the people it was talking to. Something about Batou and Togusa's exchange in the van felt like a wasted opportunity. The characters can have excellent chemistry together and I would have liked a more poingnant or emotional character moment instead of the dry and fundamentally expositional exchanges we end up hearing.
I do like the story for this season better, however. It seems less abstract and esoteric than the Laughing Man affair, or at least less burdened with adolescent iconoclasm. Or maybe that's just my latent, inner tweedy policy analyst talking.
Gouda is the real highlight to this. The man has rubbed the audience the wrong way since he first showed up and it's starting to look like he's indeed Japan's craftiest, cruelist, and damned ugliest puppet master.

What I do really like about this episode is that I am left wondering what exactly Gouda's plan is. He seems to have some interest in or intent toward the refugee populatin and nuclear material. So... oh my.
